Programs such as free computer loans and technological training qualify SJSUL as meeting both of the proposed criteria for supporting users who lack access to personal computing technology; and indicate that SJSUL is addressing the digital divide. Further empirical studies are required to determine the actual impact of these services on users with limited computer access; as well as to determine computing needs specific to SJSUL's users and the Library's effectiveness in addressing those needs.

SJSUL's location in the technologically-oriented Silicon Valley region may partially explain the Library's emphasis on technological and digital literacy. Further studies might examine the impact that local industries have on educational institutions' implementation of digital literacy initiatives.
